Each current of authority—Hunt, Faith, and Memory—is embodied by a single leader chosen from the clans. Their voices rarely agree at first hearing, and that is the point; only what survives debate beneath the Tidecaller Drum is considered worthy of shaping the Enclave.
In times of flood or war, the High Tidewarden’s word carries the greatest weight, directing warriors and wardens across Blacktide Haven and the outlying marshes. During omens, strange tides, or sickness, the Oracle of the Brine-Seer line presides, reading currents, wind, and bone to guide action. In quieter seasons, it is the Elder of Memory who leads, settling disputes, recalling precedent, and reminding the others what the swamp has already taught them once before.
Outsiders often mistake this shifting authority for weakness, but the Tidecouncil’s strength lies in its refusal to let any single voice rule uninterrupted. Power, like water, must move or it stagnates. As long as the drum sounds at dawn and dusk, and three shadows sit in judgment over the Enclave, Sablemere considers itself properly led.
